DCI to provide Data Analytics, Data Lake, and Data Warehouse Platform for Department of Defense (DoD) Epidemiologists

DCI's technologists will deploy, configure, support, and maintain a cloud-based DoD CC SRG Impact Level 2 compliant data analytics platform that includes new data warehouse and data lake capabilities with state-of-the-art interactive data visualization software. The cloud-based data lake will provide a centralized repository to organize, store, and query unstructured data in its native format at scale.

The data lake will integrate with a cloud-based data warehouse that stores historical structured data at scale for real-time high-performance ad hoc queries and reporting. The data analytics platform provides and epidemiologists and global foreign military partners with actionable insight to improve data driven decision making.

DCI awarded contract to provide AWS Professional Services for NOAA Oceanic and Atmospheric Research (OAR)

DCI awarded prime contract to provide AWS professional services to NOAA Oceanic and Atmospheric Research (OAR). The contract includes AWS foundational services in preparation for full-scale cloud migration. The scope of work includes consolidating identity management in AWS with the objective of creating a centralized managed Single Sign On service for the several labs operating under OAR. DCI will configure AWS services’ security and governance controls to meet NOAA security and reporting for operating at the required security control baseline, deliver a TIC compliant Desktop as a Service offering to support NOAA’s remote workforce, and provide project management support.

DCI completes ISO 9001:2015, ISO 27001:2013 Surveillance Audits, and ISO 20000:2018 Transition Audits

DCI’s ISO 9001:2015, ISO 27001:2013 surveillance, and ISO 20000:2018 transition audits were completed remotely and successfully. The services, systems, and processes we follow internally and provide to our customers continue to meet the current International standards for Quality Management, Service Management, and Information Security Management. The audit identified best practices resulting from the high degree of automation in our Information Security Management and Change Management processes.

DCI to support Cloud, DevOps, and DevSecOps service to a Federal Financial Agency

DCI to provide professional services for cloud services, DevOps, and DevSecOps engineering necessary to obtain Authorization to Operate (ATO) for an Agile software development tooling platform hosted in the AWS GovCloud community cloud as a subcontractor. Responsibilities include the design and execution of contingency and recovery processes for all development operations.

DCI will create Disaster Recovery Exercises (DREs) to optimize recovery time and recovery point objectives of potential cloud service failure modes including loss of compute devices, databases, block storage, shared network storage, shared object storage, domain name services, load balancers, etc.

DCI to support The Unique Patient Identification Project (UPID) funded by the Centers for Disease Control and Prevention

DCI in partnership with SejenCI of Côte d'Ivoire, will provide biometric scanning software development and support to Unique Patient Identifier (UPID) program. This project is funded by the United States President’s Emergency Plan for AIDS Relief (PEPFAR) program in Côte d’Ivoire through the Centers for Disease Control (CDC) and Prevention to assist the Côte d'Ivoire Ministry of Health with Acquired Immunodeficiency Syndrome (AIDS) and Human Immunodeficiency Virus (HIV) prevention.

DCI will support the design and development of a custom fingerprint reader application, a web service interface, and a COTS application hosted on AWS to compare fingerprint minutiae data and obtain an anonymized correlation identification code through interoperability with the National Electronic Medical Records (EMR) database SIGDEP2. This project creates new capabilities that securely and confidentially leverages biometric fingerprint minutiae data to uniquely identify HIV/AIDS patients accessing treatment facilities throughout Côte d'Ivoire.

DCI Awarded DoD DHAPP AWS Cloud Migration Contract

DCI awarded DoD contract to provide cloud migration, hosting, and partner resold AWS cloud services for two DOD FedRAMP compliant data systems for DHA HIV/AIDS Prevention Program (DHAPP) at Naval Health Research Center, San Diego, CA.

The DoD HIV/AIDS Prevention Program (DHAPP) seeks to reduce the incidence of HIV/AIDS among uniformed personnel across the globe. DHAPP assists partner militaries in the development and implementation of military-specific HIV prevention programs in collaboration with other U.S. Government, non-governmental organizations, academe and United Nations programs.

DCI will plan, design, and implement a cloud-based IaaS solution to support the migration of the DHAPP Site Improvement through Monitoring System (SIMS) application and data to a FedRAMP compliant cloud environment. Our team will also provide the cloud infrastructure necessary to support the development of a new application, DHAPP Central 2.0 (DC2).

As an authorized AWS Government solution provider, DCI will work with our partner at Amazon to establish DHAPP’s initial connectivity to AWS and provide technical assistance for submitting to the Defense Health Agency the DOD Risk Management Framework (RMF) compliance and Authorization to Operate (ATO) documentation for both data systems.

DCI will also provide a Learning Management System and basic user training to DHAPP for data security and life cycle management of the two systems, as well as an ISO 20000 compliant Service Desk for on-going operational support, incident, and service management.

DCI Awarded DoD OHARNG Contract for Secure Enterprise Wide Collaboration Platform

DCI awarded DoD contract to implement a secure enterprise wide collaboration platform consistent with DoD cybersecurity policies, standards, and architecture for the Ohio Army National Guard.

The system security implementation will conform to DOD STIG requirements DODD 8500.1, DODI 8500.2, DODD 8570, CJCSI 6510.01, and AR 25-2. The system will be configured for high availability and disaster recovery operations to meet DISA Assured Compliance Assessment Solution (ACAS) standards.

DCI will enhance OHARNG organizational awareness and management of projects through the implementation of an integrated collaboration toolset that will centrally manage, track, document, and display project progression and impediments. The resultant toolset will improve transparency among stakeholders and customers by consolidating project management artifacts into a unified searchable repository.

DCI Awarded a Federal Subcontract to Develop a Data Analytics Center (DAC) in Côte d’Ivoire Africa

DCI and our partner Sejen CI received a multi-million dollar grant from The Millennium Challenge Corporation (MCC) to provide innovative, market-driven, sustainable and results-based data analytics to combat AIDS on the African continent. This project is one of two proposed MCC investments in Côte d’Ivoire to leverage the data revolution and empower stakeholders to use data to improve lives through better decisions, budgetary alignment and optimization and citizen engagement. The Data Analytics Center Project in Côte d’Ivoire falls under a broader Data Collaboratives for Local Impact Program (DCLI) program that has been successfully operating in Tanzania since 2016.

DCI will provide AWS cloud related professional services necessary to implement a Data Analytics Center in Côte d’Ivoire. The DAC will meet the growing needs for higher-level data management capabilities and service experts in the fight against HIV/AIDS. The DAC will be a point of access delivery for consulting services, data collection management exchange and system development; the center will also serve as a training center for data services consultants and subject matter experts.

DCI awarded Army Cloud Computing Enterprise Transformation (ACCENT) Basic Ordering Agreement (BOA). DCI will provide cloud computing services to the U.S. Army and is one of the eighteen companies being on-boarded to ACCENT. The ACCENT BOA is the Army’s preferred contract vehicle to procure cloud computing, transition support, and application modernization services. DCI was awarded Blanket Purchase Agreement (BPA) by the Department of The Air Force, 1ST Special Operations Wing (AFSOC) to provide Federal Risk and Authorization Management Program (FedRAMP) compliant Amazon Web Services (AWS) Cloud Infrastructure as a Service (IaaS) in GovCloud and other regions in the United States. GovCloud is an isolated region designed to host sensitive data and regulated workloads in the AWS cloud. GovCloud supports U.S. Government compliance requirements including the International Traffic in Arms Regulations (ITAR) and FedRAMP.

As a sole BPA awardee, DCI will also provide 24×7 technical and engineering support for all task orders issued under this BPA. The period of performance will be July 21, 2017 to July 20, 2019.

Development Consultants Incorporated (DCI), a Marysville, Ohio based company providing Information Technology and Cloud Computing Services to the Federal Government, was recently awarded the 8(a) STARS II Government Wide Acquisition Contract (GWAC).
8(a) STARS II, is a multiple-award, indefinite-delivery/indefinite quantity (IDIQ) contract that allows federal agencies access to cutting-edge technology solutions from GSA’s thoroughly vetted small businesses. With a $10 billion program ceiling and a five-year option, this contract allows for directed task orders up to $4 Million.

DCI was selected under all four Functional Area NAICS Codes: (FA1) NAICS 541511-Custom Computer Programming Services; (FA2) NAICS 541512-Computer Systems Design Services; (FA3) NAICS 541513-Computer Facilities Management Services; and (FA4) NAICS 541519-Other Computer Related Services. GSA awarded DCI the IT Schedule 70 for Special Item Number (SIN) 132-51 IT Professional Services and SIN 132-40 Cloud Computing Services. This schedule enables federal, state, and local customer agencies to obtain the best value for innovative technology products, services, and solutions; while ensuring compliance and reducing buying cycles by up to 50 percent over open market.

DCI is one of the 3488 unrestricted and one of the 126 woman-owned, certified 8(a) pre-vetted vendors awarded the IT 70 for SIN 132-51which includes resources and facilities management, database planning and design, systems analysis and design, network services, programming, conversion and implementation support, network services project management, data/records management, and other services.

DCI is one of the 56 unrestricted and the only woman-owned, certified 8(a) pre-vetted vendors offering Cloud Computing Services under SIN 131-40. DCI Awarded a Federal Prime Contract from the Department of Defense Ohio Army National Guard

DCI was awarded a sole source prime contract from the Department of Defense to increase the Ohio Army National Guard (OHARNG) computing services at each facility in the State of Ohio. The contract includes a state-wide network and compute infrastructure assessment with the objective of increasing each facility’s computing capability. The capability enhancement target will allow 20% of the traditional authorized force structure to perform computer based training concurrently on equipment that is dedicated for M-Day use.

DCI will perform an assessment that will identify any potential deficiencies with facility itself, the facility’s network infrastructure, and compute resources, and will provide recommendations to remediate any equipment, policy, and procedural deficiencies that impede achievement of the objective.

DCI Successfully Concludes a Federal Prime Contract with the U.S. Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE) Student and Exchange Visitor Program (SEVP) Cloud Migration

SEVP is a part of ICE’s Homeland Security Investigations (HSI) division that bridges government organizations with an interest in nonimmigrants coming to the United States to be students. On behalf of the DHS, SEVP manages 8,687 U.S. schools, 1.18 million students and 200,861 exchange visitors currently study in the United States. The program is a technology collaboration between ICE, Customs and Border Patrol, and the U.S. Departments of Homeland Security, State, Education, Labor, and Justice. The SEVP program technology infrastructure includes hundreds of computers, middleware technologies, databases, commercial products, as well as multiple teams developing custom software.

DCI provided comprehensive service desk and engineering services for the SEVP program, including two cloud migrations in three years. The first migration moved the entire program from physical infrastructure at ICE to the DHS Private Cloud. The DHS Private Cloud lacked self-provisioning, rapid elasticity, and ultimately proved cost prohibitive for the program. The second cloud migration that we performed moved SEVP from the DHS Private Cloud to the AWS Federal Risk and Authorization Management Program (FedRAMP) Public Cloud.

Moving SEVP to AWS was particularly challenging because it was the first program at ICE to use AWS. Our team provided ICE and DHS network engineers, security officers, and information assurance officers all technical data to obtain AWS Certification and Accreditation (C&A), as well as the required Authorization to Operate (ATO) for SEVP. Our AWS design met all Federal Information Security Management Act (FISMA) Moderate security controls including the National Institute of Standards and Technology (NIST) Federal Information Processing Standard (FIPS).

The SEVP technology stack included identity and access management, workstations, integrated development environments, continuous integration, application servers, web servers, database servers, and data analytics and reporting tools. Our team was also responsible for the performance engineering, monitoring, and support for all technologies, including the network, web servers, application servers, database, and reporting technologies.

DCI will provide enterprise production support services to U.S. Immigration and Customs Enforcement’s LeadTrac Modernization Software Development. As a subcontractor, DCI will provide infrastructure and middleware subject matter expertise to support the LeadTrac application environment including operational security, problem identification, problem classification, issue tracking and ticketing, and knowledge-based problem resolution.

DCI Award a Federal Subcontract for Immigration and Customs Enforcement (ICE) Criminal Alien Identification Initiatives (CAII) to Provide Software Operation and Maintenance (O&M) Support Services

ICE developed the Modernized Alien Criminal Response Information Management System (ACRIMe) to interface with the FBI NCIC service to provide real-time criminal history information is support of enforcement and removal operations. ACRIMe is a mission critical, high performance, ultra-high security system involving sophisticated software development, middleware, infrastructure, and network technologies.

DCI as a subcontractor will provide definitive subject matter expertise for each component in the ACRIMe technology stack. DCI will provide configuration, change, release management; software development to develop and maintain the NCIC service interface; and middleware and infrastructure services to create and maintain all of the infrastructure and middleware necessary to host ACRIMe, including National Law Enforcement Telecommunications System (NLets) and message switch technologies.

DCI Awarded a Contract Modification from Immigration and Customs Enforcement (ICE) Student and Exchange Visitor Program (SEVP) to Increase Scope to Include Production AWS Cloud Professional Services

DCI was issued a contract modification by ICE to include SEVP production environments, production data analytics, and reporting services, as well as migration of all SEVP environments to the AWS FedRAMP cloud. DCI will provide the subject matter expertise needed to perform two complete cloud migrations of the SEVP system to the DHS Private Cloud and AWS FedRAMP clouds. DCI’s team will setup, administer, operate, and maintain DHS Private Cloud and Amazon Web Services FedRAMP Public Cloud. DCI’s team will be responsible for ensuring technical compliance with Federal Information Security Management Act (FISMA), National Institute of Standards and Technology (NIST), Office of Management and Budget (OMB), and all applicable laws, directives, and DHS and ICE policies.

DCI Awarded a Federal Subcontract for Immigration and Customs Enforcement (ICE) Student and Exchange Visitor Information Systems (SEVIS) Admissibility Indicator (AI) to Provide Infrastructure Engineering Services

The Admissibility Indicator (AI) is a custom software application used by U.S. Customs and Border Protection (CBP) officers to determine whether nonimmigrant students and their dependents can enter the United States based on the current status of their Student and Exchange Visitor Information System (SEVIS) records.

DCI will provide infrastructure and middleware subject matter expertise in support of the Student and Exchange Visitor Information Systems (SEVIS) Admissibility Indicator (AI) application, as a subcontractor. DCI’s enterprise production support engineers will interface with the customer, software developers, and technology vendors to develop the best course(s) of action required to support the AI application environment.

DCI Awarded a Federal Prime Contract from Immigration and Customs Enforcement (ICE) Student and Exchange Visitor Program (SEVP) to Provide AWS Cloud Professional Engineering and Support Services

Student and Exchange Visitor Program (SEVP) is a part of ICE’s Homeland Security Investigations division that bridges government organizations with an interest in nonimmigrants coming to the United States to be students. On behalf of the U.S. Department of Homeland Security (DHS), SEVP manages 8,687 U.S. schools, 1.18 million students and 200,861 exchange visitors currently study in the United States according to the March 2016 edition of SEVIS by the Numbers. The program is a technology collaboration between ICE, Customs and Border Patrol, and the U.S. Departments of Homeland Security, State, Education, Labor, and Justice.

Development Consultants Incorporated (DCI) awarded contract to provide Engineering Support Services for ICE’s Student and Exchange Visitor Program (SEVP). DCI’s tasks will include infrastructure support, continuous integration, configuration management, and project management to successfully engineer, operate, and maintain SEVP information technology resources.

DCI will also implement migration of the non-production SEVP to the DHS Private Cloud, and provide service monitoring and performance engineering of all these technologies, including network, web servers, application servers, database, and reporting technologies.
This contract is an exciting and substantial step forward for DCI as a prime contractor, in the Federal market. DCI’s core competency is infrastructure and cloud engineering, and this contract encompasses both. DCI is looking forward to leveraging this award to build a direct relationship with DHS and provide unparalleled expertise in supporting ICE’s mission critical systems.

DCI Awarded a Commercial Subcontract to Host the HP Discover Platform in the Cloud

DCI contracted by Resource Ventures to migrate HP Event Platform to the HP Private Cloud. DCI will create ITG and PRD environments in the HP Private Cloud for hosting the HP Discover RxD Application. The Discover RxD Application consists of CIO-Summit, Digital GPC, Discover web components and Databases. DCI’s team will migrate all systems necessary to support the application including websites, databases, scheduled tasks, and configuration items to the HP Private Cloud. In addition to cloud hosting, DCI tasks will include enterprise production support of the HP Discover cloud server infrastructure under this contract.

DCI Awarded a Commercial Prime Contract from Wendy’s International for Performance Engineering

DCI contracted by Wendy’s International to provide web performance testing and performance engineering solutions. DCI has performed performance testing and engineering for The Department of Homeland Security, Immigration and Customs Enforcement, Honda Of America Manufacturing, Victoria’s Secret Pink, Select Comfort, Bush Beans, Propel, Kohl’s, Resource Interactive, and many more. Past load tests have ranged from 500 to 40,000 concurrent virtual users. Our tests are almost infinitely scalable because we employ on-demand cloud-based load generation. The cloud allows us to distribute the user load over many geographic locations nationally or globally, which provides a more realistic load simulation. Cloud-based testing also significantly reduces our overhead, we also use open source tool suites for test execution and performance monitoring, further reducing the cost typically associated with large-scale load testing. DCI load tests typically cost 20% of our competitors due to our exclusive use of cloud and open source technologies.

Victoria’s Secret Pink is a viral interactive digital media platform that includes web, mobile, social, blog, video, and streaming content to more than ten-million members. DCI is excited to support Pink’s exponential growth by providing comprehensive performance engineering services to Pink Nation. In response to the slowdown experienced during the 2010 Victoria’s Secret Fashion Show, a contract modification is being issued to DCI to identify and remediate and software, database, or infrastructure performance issues in order to support a target of 40,000 concurrent users. This contract modification expands the scope of DCI’s existing cloud services contract issued in 2009.

Resource is full service digital agency trusted by some of the biggest brands in the world. As a prime vendor to Resource, DCI will provide cloud service hosting to AutoDesk, HP, Bath and Body Works, Bush Beans, Kohls, Propel, Select Comfort, CVS, Victoria’s Secret, Sherwin Williams, and Gillette Venus.

DCI’s DevOps team will provide internal software process improvement services to improve corporate efficiency, security, and governance. DCI’s tasks under this contract will consist of designing consolidated enterprise source control; software change, release, and configuration management process automation; enterprise continuous integration; and continuous delivery solutions.

DCI Awarded a Prime Contract from National City Corporation for Service Oriented Architecture Product Ownership

DCI received a prime contract award from National City Corporation to provide Enterprise Java Product Ownership and administration of Enterprise Java container services as a part of a service oriented architecture initiative. Enterprise Java Product Ownership encompasses the ITIL Service Owner and Service Level Manager roles, with responsibilities that include negotiation of Service Level Agreements and Operational Level Agreements, service delivery measurement, service level compliance, determination of total cost of ownership, license compliance, and service leadership of technical support specialists.

DCI Awarded a Prime Contract from Honda of America Manufacturing for Enterprise DevOps

DCI was awarded prime vendor status with Honda of America, Mfg. (HAM) and a contract award to implement enterprise wide continuous integration and build automation system. DCI’s contract will include the assessment, selection, and maintenance of all Enterprise Java development toolsets, source control environments, continuous integration environments, automated build tools, and determination of development standards and processes.

As part of the continuous integration effort DCI will supply the technical expertise, and guidelines for the successful implementation of Honda’s automated build tool environment. In addition, DCI will also provide technical support of IBM WebSphere Application Server Network Deployment (WAS) and WebSphere Portal Server (WPS) environments.
